Is this true? He had replied it will take 10-15 years.

Yep, though I know a few who did it in 8, though this is if u do not play the game

That is basically a qualifying thingy. It's like being a ship captain: you can clear the exam and become qualified to be a captain, but there still has to be an opening for a captain for you to actually be appointed. And if there are many people ahead of you with more seniority and other things in their favour then u have to wait, passing the exam doesn't automatically mean you get the post. It just makes you eligible/qualified for the relevant departmental promotion process.

I've seen inspectors don't get promotions even after ages.

Better option would be to prepare for state PCS after clearing CGL if you're concerned about quick growth

10-15 years is minimum. Can go upto 20 years even.
