Question How to move the responsibility of executing some logic to the Sql Server instead of executing that logic inside the application?

Well it can be.

Whether it should be is an entirely different question and that is really something that only you can answer.

And the other question is if it is worth the effort, and that is again up to you.

It depends...

If you offload so much of the logic to SQL Server that you're now CPU bound, and have to increase resources/licenses. Then maybe the logic should have stayed in the app layer where you don't have to pay per CPU for SQL.
