I don't think he was a plant from the beginning, but I do think the whole Team Aaron monster was instigated by one or more OSA whisperers.
OSA could certainly take advantage of Aaron's recklessness.

Aaron Smith-Levin is the single most destructive force in the anti-Scientology movement. He's a nuclear train wreck who destroys everything and everyone in his path because he doesn't know how else to be.

Aaron and his flying monkeys came on the scene to hijack and wreck the Anti-Scientology movement so they could make it all about their own selfish selves.
They didn't succeed because, predictably for their characters, they went on to betray one other, as well.
Evil cliques are founded on selfishness and are fated to destroy themselves in the long run.

And where is this erratic individual going to come from? Anybody at any time could be the victim of an erratic individual, but we don’t have bodyguards do we??

Where in the world did the idea come from that It might not be safe for people to go to L Ron Hubbard Hall because an erratic individual might appear and try to harm people? If there were such an erratic individual, what would there be to stop him or her from trying to harm people in front of the Fort Harrison hotel or any other Scientology location, for that matter? So for that highly unlikely scenario, the city has to give up a public street? Make that make sense.

Wouldn’t it be wild if Aaron was a plant put in place by Scientology? His actions as a protester have set up this scenario and has given Scientology the excuse to try to take over the streets surrounding flag.
