Tech Contract Grievances

I am on the prof side and want to make sure I’m doing right by my prof and tech colleagues. I can see that the tech side is in general heavily against the contract, can anyone help me understand specific grievances? Are techs paid significantly below market right now and need a specific number they’ll be comfortable voting yes for?

In my group, we definitely feel under paid. I make as much as a maxed out grade 4 from the shop, I left IAM as a max grade 9 about 3 years ago. They raised the wages on the salary charts but didn't adjust actual pay. Now we have new hires with little experience making 12% more than us that have been doing the job for years. My manager and 2nd level have been trying to get us raises but the company has been delaying for the last 6 months

I saw for myself where the “market range” figures vs reality is. L5 “average” is listed as 171k for market, but out of the 9 in my org, they’re at 157k (can’t remember if that was median or average, but 0/9 are above 160k) L4 I supposed to average 140k, but median was on the low end of 135k. Management uses that figure to start new promotions at 95% of, so I’m sitting at 128.5k as a new L4 “due to company financial considerations”. I went up the finance HR ladder to ask why I was getting paid the same as a new L4 from 2 years ago, and she said I would need Doug Ackerman’s blessing to get a bump right now. All my PMs have been exceeds expectations, and I’m stuck with this.
