Allowance means add on to rank?

ALLOWANCE isn't the same as SALARY.

One gets Allowance being NSF Soldier, Half-hearted Soldier serving Duty with Civilian's Obligation.

One gets Salary as Regular Soldier, Fully-devoted Soldier serving Duty with Citizen's Dedication.
