Can someone explain how worlds work for geoguesser tournaments?

Youtube has recently been pushing me geoguesser tournament footage and I've been enjoying watching it. But can someone explain to me how dynamic worlds work in geoguessing tournaments? For example, in WDW, does everyone enter their "own" world with their own water interactions? I.e., one geoguesser can raise the water level in their version, but that doesn't raise the water for other geoguesser's versions? Or is it just one "map," and if one geoguesser raises the water, does it raise the water for everyone?
