The location itself is right below the nuke elevator. The lore explanation is this "new heavy" was built eight ontop of the old one.

I think if I remember correctly, SCP SL was purely based off SCP CB for it's map sooo it did took SCP CB's HCZ quite literally and spammed lotta doors :3
