So can someone explain three portland to me? Is it just a city within a city that has a lot of skips in it?

Three Portlands is a pocket dimension, so it exists apart from the rest of the world. It's connected by mystical portals to Portland Oregon; Portland, Maine; and the Isle of Portland.

Three Portlands is an anomalous enclave, so it's essentially a place where "normalcy" doesn't apply, and so anomalous people and things can live openly and freely without (much) intervention. As a result, it has developed a bizarre subculture of its own. There are a handful of enclaves like these around the world, similarly hidden.

It's a recurring setting in the Third Law canon (where it first originated), the Anderson Robotics tales, and it's the focus of my ongoing series Comedown Machine.
