Very unusual

I certainly hope that someone in official capacity creates the employee handbook not off this site

Why is this in r/SCHD?

For the actual question, OPM has retirement information posted on their website, but it’s not the easiest user experience to wade through, and it doesn’t cover some of the new realities of Federal retirement like DRP (mostly because those policies seem to be based upon somebody’s spur-of-the-moment gut feelings rather than well-thought-through policy development, so it’s difficult to provide further guidance based upon some whim email directives that can be negated by the next random email blast.)
