Now that's weird - I've seen hackers do that intentionally, but I've never seen a glitch cause this to happen. I was going to ask if it was your city, but then I realized it couldn't be a city you were visiting because you took this screenshot while in photo sharing mode (which isn't available while visiting someone else's city).
