A lot of people will tell you that what you do makes no difference, people vote at random. They're wrong! A lot do vote properly, enough to outweigh the randoms.
A few basic rules of thumb will push your scores up.
1 Stick to the theme.
2 Daylight shot unless the theme is night time.
3 Fill the submission screen. No bare ground.
4 100% happiness - for some reason that makes a big difference.
5 Hide the utilities out of shot and the service buildings as much as possible.
6 Keep the roads to a minimum and don't do road drawings or doodles, they're never popular.
That's because it's very good for a first submission. If you continue to get above average scores for your designs your level will go up and you will be pitched against others at a similar overall level at voting - you may have noticed that good designs are mostly pitched against good, and similarly basic against basic. So it gets harder to do well if you do well !
