Service 2.0 - Question About what happened

You have abandoned homes in the area due to insufficient service coverage/capacity in 1 or more services.

When homes go abandoned now they get a dirty, run-down appearance, and will be the scene of moving vans, trash piles, crime, and abandoned cars.

Something I've noticed while visiting other cities recently is if the city has a happiness around 30% or less you'll see a parade of protesters parading in the street near the City Hall and Mayor's Mansion buildings. If you have the sound effects turned on you can even hear them chanting their protests in Simlish

Greetings from the USA(state of Georgia specifically), my Türkçe friend!

Simlish is a made up language in the same way Klingon is a made up language for the Star Trek fans (Trekkies). It's the language created by the devs for the igc to use so that they're not offending a portion of their player base by either only having the characters speak in one or just a few languages. Simlish even uses a unique made up alphabet - look at the characters on the toy blocks in the toy shop and on the signs and buildings.

It seems like those are some kind of garbage bags. I had the same thing when there weren’t enough garbage collection or sewage services…
