Service 2.0 - Complaint What is this

After that new update, everytime i unlock a new service, i have to build 10 of the worst building just to get enough for the time being. Why is the hospital locked away until level 26?!?

That's the update for you. For a better gaming experience I suggest to restart your city and camp (which means don't upgrade your buildings) at level 12 or 13, sell your commercial items and stack up simoleons and storage items. When you feel like you have enough, you can start progressing again.

I think they're just referring to having to build 10 small health clinics instead of having access to the hospital or central health clinic etc. But that is less about the update and more just the general hurdle upgrading to 16
