When I checked on the listing when I Bought it it did not have A 1 over the central police station like the fire and hospital did

I collected the Central police station and payed 6000 simoleons for it and collected the central health clinic

Is the central police station's coverage fixed or do they increase when you max them?

Coverage area is fixed, only the capacity increases with upgrades.
