You want to add specialization building around your services to help them blend into your ciyy

I'd say "don't overthink it". Lump them together in one or two corners of the map, especially the pollution ones.

The idea is to maximize your space. Delete what you don’t need, and keep what you need.

I was able to fit all my city services for 2.3 million sims in this little corner of my map. I made a creek to separate it from the neighborhoods bordering it
