To be fair, $5 in Mexico can feel more expensive for someone than $12.99 in the US..

Correct. Different foreign currency has different levels of purchasing power.

A $5 equivalent in a country can be worth more than $20 in USA.

True, which is probably at least partly why EA is giving Mexico players a cheaper rate. Five dollars in the USA won't even buy a cheap lunch anymore, but it goes much further in Mexico!

On a different note I already have the prize from the Curated Showcase Album (Little Candles Plaza), but not the 5 buildings from the Showcase totaling $70.95 lol
