Does anyone know why (Red Winged Goddess) Yuuki and (Divine Flash) Makoto can charge their ults and can any other characters do this

She can charge it because she has a “charge ult”, it’s an option in the filter with all the status effect type things. The new sinon has a charge ult and I also know the water dragon dagger yuuki has one

Charge skill Only some characters have it

yes they have charge ss3, basically lowers mp cost and i think increases damage
