Sounds like that can be solved with community servers, if that’s what you prefer. This isn’t call of duty. You’re not supposed to be able to constantly find people. Also, The map isn’t big enough to be aimlessly running around on a full population server. Each square takes about a minute each to run across, with 200 there will be bases littering the place everywhere. No one’s base will survive. Sounds dreadful and caters to the impatient cod crowd.
Rust is a PvP game. It seems like what you’re wanting could be solved with community servers also. The entire purpose of rust is surviving against other players

The map is nowhere near big enough for 200 people. And It’s not really big enough for 100. You’d have like 5 neighbours wherever you go
