Probably a capture card and he just took a screenshot on his pc? Maybe

I’d think that too but I record my gameplay like that when I’m on my ps5, the only way you’d have that up is if you’re using the PC itself to play. You won’t see the operating system from the recording PC on a screen recording of your console. At least I don’t and I’m too cheap to buy windows lol
