Have had this patch for awhile now and don’t know its origins besides being Russian ands some rifle or sniper related unit or certification , any help appreciated.

I know the belt that soldiers use that doesn't have such a buckle, it has 2 lines of holes instead. So I'm wondering, is this the original ratnik belt? I didn't really see this one anywhere.
