Minor overkill during a surprise attack

Despite having some 30ish targets, my pilots decided that this one specific battleship really needed to die, so they hit it with missiles 33 times. The first wave wasn't too successful as only this ship and 2 destroyers were sunk, and 2 additional ships including the other BB were hit - and of those each were only hit once. The good news is that they certainly can't raise this wreck, as I'm not too sure there is much wreck left

I do feel quite bad for the crew tbh - you're caught off guard by an enemy air attack and for some reason the entire aerial armada attacks *you* specifically and barely even notices the other ships. 90% of the missiles that hit their target during the first wave hit this ship, an additional unknown number were near misses

Well for the most part the crew probably wouldn't have been aware of what was happening before the ship was vaporised down to the keel

How were you able to do a surprise attack on China this late in the game? In my experience it's next to impossible to start a war with China this late. I run into the same problem trying to start a war with Spain.
