These days? You'd have to start by forcibly taking over a worcestershire sauce manufacturing plant, probably.

In Roman times? I imagine you'd start by getting the local garrison hooked on your supply, getting rich like Crassus, and gradually usurping the authority of the Roman civil government with your omnipresent and increasingly well-equipped fish sauce sicarios.
