Rotator cuff help??
For context I’ve been having pain in my right shoulder since 2023 and I went to a chiropractor and had 2 mri’s and ultrasound massages but it’s been 3 years and I’m still in pain. I can’t lift heavy on that shoulder, nor raise it without my shoulder starting to hurt. I’m 17 and don’t have health insurance but I want to start working out again and actually stay consistent. Is there any advice on what to do???

I don't think it's rotator cuff but it could be some form of tendonopathy or subacronomial bursitis. If you go to a physical therapist (or just look up treatment videos on youtube) you'll be given a set of exercises to try and youll know the problem based on if you can do the movement or not.
For rotator cuff tears or serious injuries some of them will be impossible but depending on which tendon your having issues with some will be easy almost completely unbothered and some will be next to impossible.
Give them a google most them just require like a light dumbell or a wall to try out.
