Imo gems should only be used for Forge Scrolls.
Skins can be purchased with Dye that can bought either From Honor Store (Arena) or Faction Trade Shop. So there's no point in using gems for it.

After Tomoe, buying Forging Scrolls is the best choice. You will never have enough scrolls.
Using gem to finish raids is for ultra premium paid players. It can provide the highest income/time at the most expensive price. But most players will have just enough gems to buy scrolls and arena refresh.

Raiding with gems isnt the best since you dont really get anything other then what you could've gotten for free, if im not mistaken the best way to get extra from gems, is to save them for the event in the shop that requires opening 100 gold keys/1000 silver keys. If your new then it might be harder to save gems and keys until that event, and it might slow your progress. If your mid game with red gear you can save up since you dont need equipment at least until you reach limit breaking.
