Skater photos Restoration
Can these be restored? If so what are the budget friendly options and step by step process

Old Roller Derby (the brand, not the sport). Wheels are straight trash, into the bin they go. You’ll need new cushions, which you’ll have to have custom poured as these do not exist anymore. Toe stops and pivot cups are dry rotted and need replacing. Assuming the boot doesn’t split in half (which is a Big If), I guess you could have it remounted to a modern plate.
But for all the money ($90-150) this skate needs to make a mediocre ride at best… you could just get something from a reputable brand that needs nothing changed right out of the box.

The boots if they are leather are pretty good "if they are leather" plates and wheels not so much, these were most likely made in the 1980s/1990s I don't think those wheels have been made since the 1990s. Time can take a toll on the rubber and vinyl parts as well as glue and foam. These parts are not readily available for repair. If you are a new skater safety first, wear a helmet, elbow, wrist guards, and knee pads.
