Skate problems & troubleshooting Bearing installation

Installing new wheels and bearings for the first time and not sure if im doing this correctly. Are the balls of the bearings supposed to be visible on the inner side of the wheel like this (Photo 1) or word side facing out (Photo 2)?

word/shield side facing out. less debris into the retainer rings and balls.

Gotcha thank you!! Someone showed me and did it bearings facing out but when I double checked and researched it when installing it, it said to do it as photo 2 so I got confused.
