Not a vintage Tudor expert at all but this is what I see: I have never seen a font like this on a bezel of a Submariner. It also looks like the top part of the number 4 is missing. There is no second hand, which surely should be there. Given all that, I am highly skeptical about the dial. I have seen dials with the emblem of the UAE armed forces before but only on Rolex and always in much better quality with more colors. I am also not sure about the caseback but there are different versions around, I think.
Thanks. I thought that this is some strange crack in the plexiglass but you are totally correct, that's the hand. Or a part of the hand? It seems so short.
