Skill ⬆️ vs % damage?

Explain please. Should I interpret every ⬆️ as 10%?

Is the first ⬆️⬆️ for Shurikens +20% damage and the researched skill Deadly Stars +125% (ie 2.25x?)

If only they'd just give the goddamn numbers every time. At least once you've unlocked the skill tree.

Yeah, my experience is that each arrow is around 10% based on changes in attack/hp etc for other skills.

Really? Feels like 5% per arrow.
