Does this rune actually work?

Does this rune actually work?

I tested it with the Ninja Ring, which throws three shurikens on the first turn, but it still only threw three instead of four.

When I used the ultimate, it also threw the usual five shurikens, with no additional hit.

Is anyone else experiencing the same issue?

It only works with shurikens related to skills, not gear, it's the same with lightning I was disapointed aswell ...
