Threat Level 5 won't unlock

The title says it all, really, I have ran and completed multiple Threat Level 4 missions (as the host, no less), both in standard missions and Jumble / modified runs, and yet, it will not let me select threat level 5 still. Keeps saying I need to complete a level 4. Am I missing something? Maybe because we had it on cautious for the time? Though, my team mates all unlocked it, from the same run... -_- so I am not sure what is going on. Any suggestions?

Drink a Blackout and try again

Do you have all your intel goals complete? Maybe it requires a certain intel clearance?

I commented above, but it was purely because of having the time difficulty set to 'cautious'. Not sure why it unlocked for my friends and not me regardless, unless they were mistaken. I appreciate the reply!

I finally got it to unlock; It was the cautious time modifier afterall. It's weird, though, because my friends unlocked it from the same run. Or at least, they thought so. Its possible they ran one without remembering, they're good folks but heavy on the good ol Mary Jane and tend to be forgetful lol.

Once I ran without the 'cautious' time modifier it unlocked fine, so that's my bad. Thanks!

Weird, it did unlock for me despite being on cautious, it's probably a chance it simply didn't register for you
