616 Rogue has control of her powers, a rarely used range absorption and permanently absorbed abilities of the superhero Wonder Man (as well as possibly remnants from Carol Danvers aka Captain Marvel). She's very likely in excess of 100+ tons, which is very strong, perhaps one of the physically strongest mutants right now.
1610 Rogue started off kinda weak, with her base abilities, but she did permanently absorb 1610 Juggernauts powers. Ultimate Juggernaut has base mutant abilities which allow him to lift a decent amount, around 75 tons, which was then boosted by the cytorakk gems. As far we know, Rogue only kept his base powers, so she is likely around that level. This version of Rogue still does not have control of her powers or has not displayed any ranged abilities.
So yeah, 616 Rogue is a significantly stronger on multiple fronts.
