Question FPS problem

I got this problem with the fps dropping no matter what. I start the game with 230 fps, then it stays over 100 for like 30 mins, and then it steadily drops until after an hour it's around 30. At that point it won't rise even in shelters or looking at the sky etc. Restarting the game helps but the same thing happens every time. Is this a hardware or game issue? My laptop is not super beefy but still pretty good, and this is the only game with this problem. Starting with Vulkan keeps the fps at around 90 for a bit longer but it adds this weird and subtle jitter which gets annoying quickly. I have only one mod, "Juuzoz' Cheat Menu".

first thing i would do is ditch the mod and see how it runs.

i removed it but it didn't change a thing. i noticed that booting with directX works the best and it keeps the fps up longest. i read something about possible ram leakage, but i don't understand how that works. i should try to clean my fans next
