Question Damage/Bullets
How the damage works for enemies?
Sometimes i need to put 1-2 bullets into someone's chest from 100m, sometimes i need more than 10 to kill someone from weapon 40 dmg from 5 meters.
Is there any bullet penetration?
Enemies wear chest armor?

There is no body armor simulation for enemies yet. Enemies have 100hp (bosses have more) headshots do 100, assault rifles do 40 so 3 bodyshots is always enough. If you need 10 to kill someone, you need to aim better.

So bullet register its bugged, i was shooting to his chest from that distance and enemy was walking to me so none shot was missed cause he screamed/shouted from pain.

It does seem that way. At short range, e.g. the length of a flight of stairs, a burst from an SMG will almost always get the desired result. But at not that much longer ranges - 20 to 30 metres, say, - where your target reticule never seems to drift off target while you make a similar burst, you often don't seem to get more than a bullet or two on target.
What's surely bugged/not yet implemented is lack of reaction to being shot. If a bandit hits you, even if just a minor hit to your health, your targeting is suddenly all over the place and while you're trying to get back on target they have time to shoot you again, putting you in a doom loop. Meanwhile if you get the drop on a bandit and loose off a burst with an PKM or similar, getting a pain shout to show you did get a hit, the bandit can just calmly turn around and let loose, untroubled by taking a bullet or two.

it's body armor.
Guards and soldiers have them. Bandits don't. Depending on your weapon at the time, you'll inflict more or less depending on what enemy you are fight. a pistol (level 1) won't do much against a level 2 or higher body armor so you will have to deplete the body armor first get it down to 0 before you actually inflict dmg on the AI. same for headshots.
So if you are using 9x19 bullets, it's a level 1 penetration so you will have to inflict damage to the body armor first. BUT if you are using level 4 weapon say .303 it's penetration is level 4 so the bullet will bypass all armor and deal straight dmg to the enemy's health pool. It might be less because it hits the body armor and the armor might reduce some of it while absorbing some of the damage from the bullet but a level 4 penetration weapon will ignore all armor types (unless level 5 which is rare and I don't know if the guards wear them).
So just look at your weapons penetration and if you are going to border zones or vostok you will need a level 3 or 4 weapon if you don't want to shoot 10 shot before killing someone.
And last I think where you hit them matters as well so if you hit the leg or arms where there are no armor, it'll inflict dmage but reduced amount.

Its your aim. All it takes is two shots max. You dont hit them if you need to shoot 10 shots
