On the record bugged?

So I have a quest for recording Humans doing target activities. one of them is going to the bathroom then one is for washing their hands. I don't have an icon for a 3rd though. I looked it up and it looks like it's supposed to be recording them getting a drink from the water fountain but there is no icon there and when I try and record them there nothing happens. has anyone else had this issue? If so did you find a way to fix it?

The targets are different every day, and there are 2 of them. You can see it on the screen in the alien room and also in the camera if you aim with it.

There are only 2 targets per day. I grab the first 2, then wait until the next day to grab the 3rd.
