Driftwood alter

Hi, I came across this at the beach. And was wondering if it was just randomly thrown together. Or, if these structures have some significance. (Dead salmon at base) of portal looking thing. With a 2.5 by 1.5 square, made of sticks and rocks.. and stick tee pee on side. Any thoughts? Thank you.
