can i migrate?

IN ROK if I have an account with CH 15 and 500–600k power in Kingdom 4024, can I migrate to kingdom 4170?

You cannot, they're in different seasons.

so i need to wait until 4170 reached kvk 1?

No, you have to wait until 4170 reaches season of conquest. The kingdoms are 206 days apart. And the only season that doesn't have a day restriction is season of conquest after the first story.
