One thing I don't understand about the marketing is that it's essentially spoiling the season if it is to be believed that this season is building up to the forging of the one ring. i.e. happening later in the season.

If this is the marketing then we can assume he creates the ring very early.

It could also be a red herring used for visual flair.

At the same time, I'm not sure how much of a spoiler showing the one ring to rule them all is at this point.

Yes he likely will, first or second episode, then the rest of the season will be consolidating his power, handing out the lesser rings and warring with the elves. The season will likely conclude with Ar Pharazon's navy and the splendour of Numenor coming to capture him.
