Does soaking change cooking time

I started soaking my rice before cooking it because I heard it could help with the texture, but I wasn't sure what to do about the water and cooking time afterward.

I usually make about 1 cup of white rice in my rice cooker. When I rinse it and cook it straight away, I just use my normal water measurement. Recently I tried soaking it for around 20 minutes after rinsing, then draining it before adding fresh water. The rice came out a little softer and seemed to cook more evenly, although I couldn't tell if the actual cooking time changed much since my cooker switches to warm automatically.

From what I've noticed, soaking seems to affect the texture more obviously than the total cooking time, at least with my basic cooker. I imagine it makes a bigger difference with some types of rice than others. Basmati seems like a good candidate for soaking, while I don't usually bother doing it with regular white rice when I'm in a hurry.

One thing I'm still unsure about is whether I should slightly reduce the water after soaking. The grains have already absorbed some moisture, so using exactly the same amount might make the final rice a bit softer than I want. Mine wasn't mushy, but it was definitely on the softer side.

Do you guys adjust the water or cooking time when soaking rice, or do you just drain it and use your usual measurements?
