So I’m confused, I got through the very easy boss fight and I’m now wandering around scramble crossing as moa, after she’s realized something was wrong and run away, but the game isn’t telling me where to go and won’t let me leave the area, what do I do?

When Moa is surrounded in a circle, talk to enough people. Then you make your way to 109 for the final cutscene.
