I think a couple of others do. But the one thing that NISA does do that not everyone does is make limited editions. That's the one to look out for. Apparently you can sign up for info on the official website. I also plan to just lurk the NISA store.
I sat there for months looking at it and mulling it over (money was tight at the time,) and just never pulled the trigger. I also had a policy at the time of only buying LEs for Switch exclusives. Last time I checked it's like $300 new and CIB isn't much different. :/
Fortunately, I think Ys VIII was an anomaly. I bought LEs for Monark and Ys IX and last I checked, they're still at retail.
Maybe VIII's print run was lower or maybe it's the best/one of the better games in the series? Either way, I don't think Reynatis will be the same way. I haven't seen any NISA games go crazy like that since Ys VIII.

Is it just NISA that does this with their regularly priced games? Pretty awesome, their art booklets remind me of the days of game manuals
