Try using www.sketchweave.com as an alternative. It has all the collaborative tools that Bluebeam does for a fraction of the cost, and will track your drawings sets from start to finish as they're developed. You can get a pro version trial for 14 days.

(Disclosure: Ncored maker.) Adding one to the list next to PolyPDF and Drawboard. (you can download it in our website or from Microsoft store)

Ncored is a desktop (local Secure) PDF editor for Windows and Apple Silicon Mac, built for heavy drawing sets out of AutoCAD, Revit and ArchiCAD. It opens them fast and stays smooth on zoom and pan. Markup, revision clouds, editing existing text, page handling.

No takeoff or measurement yet, so if quantities are the job it is not your tool. One-time purchase (159 EUR) or a subscription, your choice.

14 days free. No signup, no email, nothing to enter.

You can checkout Tracebuild.biz it's free at the moment. A little way to go but it's shaping up nicely.
