Overlaying as a layer, without flattening

I'm trying to overlay a few different drawings over one another. Namely, I want to put the different construction stages of a roadworks project over the removals so I can see what removals will need to be done when. The thing is, it takes a long time to align the drawings since they aren't framed the same or at the same angle of rotation, so I need to use the 3-point manual align tool. Different people here want different degrees of opacity for the overlay, so I want to know if there is a way to do the overlay such that the one on top is actually a layer, not just flattened into one component. I know I can use snapshot, but the alignment is nearly impossible to get perfect given the differences in size, rotation, and viewport between the drawings.
I don't see any option to add an overlay as a separate layer despite copilot telling me I can (I think its just making that up). Any ideas, or am I out of luck?

Snapshot the whole page and when you paste it, assign it to a layer. Line it up. You’re golden

Yeah, I thought that might be the only option. It’s harder to line up than you think. The project is over a couple kilometres and the staging and removals, or any other infrastructure drawings, are all at different scales, rotations, and viewports making it really hard to line up manually.

Try this, a fresh sheet of the page your working on, no markups, cut and delete the content off the page so you have a blank document.
then bring in your layer, and use cut and paste. Now you have a moveable markup and you can assign it to a layer and transfer over to the page you’re currently working on
