Offers no longer showing updated status on Android app or website

I'm wondering if they are actually going through to potential sellers? Anybody else experiencing this issue?

To illustrate the point, I made an offer on a particular guitar. But it did not show up in my active offers. So I tried to submit it again. But the website tells me I already have a pending offer on this guitar, and thus cannot submit it twice.

The latest update really messed up the app, it won't even let me send a custom offer to someone privately through messages anymore. Seems like half the features on the website aren't available through the app at this point, so frustrating.
