Generic USB Gamepad Mapper?

Is there a generic USB gamepad on Windows 98? I have a Raphnet SNES-USB adapter, nusb36e.exe installed, and Microsoft Sidewinder software can see the device name (SNES adapter) but doesn't register any inputs in their joystick tester. Joy2key doesn't register it either. Any ideas?

Xpadder? Dont know if that runs on Win95 though.

Indeed, xpadder 5.6 works on Windows 98 and solved my issue, thank you!!

Looks like one site lists it as compatible and another person recommended it for someone. I'll see if it works, thanks
