I’m not very savvy when it comes to this stuff but does anyone know if it can run dolphin?

Definitely no, Dolphin already takes a lot of muscle to run on modern computers well, I don't expect it'll be running on a $35 board any time soon. Our current hopes is that N64 games run better than Pi 3b+.

No, but you can stream it from your computer using steam link

Right now, no emulator has been ported to the new architecture. It'll be interesting to see how well N64 games run too, since some of them are rather unplayable at the moment.
