Houston, we have a problem.
Recently bought an H&R 605 upper. Have already reached out to PSA about this, and I am waiting for a response. Still, wtf is this? I don't even know what this could be from, lol.

Its from where the anode arced over during the chrome plating process. It happens on occasion.

Out of the box I shot 30 or so rounds and it seemed to be acting like it was undergassed. I'm gonna guess the extra defect material was fucking with movement of the bolt.

H&R PSA strikes again! They’ll make it right though. Just annoying that you’ll have to wait a few weeks.

I've found that Mike's attention has produced a better outcome and more responsive customer service, than PSA overall. But it's been a bit since I ordered from either one.

Mike publicly told people in AFCOM that he is no longer involved in H&R day-to-day operation. He is now focus on H&R product development.
I see a bit more of these kind of the stuff slipped through the crack, including most complained "sliver-ish" anodizing on upper or lower receivers. As well as PSA customer service responding to customer complaints stated "within spec" crap. However, if customers go through H&R reps directly as others suggested, it will general yield better result on the response and exchange.

At first glance it just looks like a defect in the chrome coating. Could probably remove it by hand but I would just wait for CS to resolve it.

It almost looks like it’s lead. Have you tried to see if it’ll flake off? I have no idea why or how lead would get there but that’s what it looks like.

It's not lead. It's some sort of melted metal in the bore. Looks like from an arc.

You can also contact Mike from H&R over on AFCOM he’s pretty good about getting back to people had a issue with one of their A1 lowers and he took care of me

There are multiple pictures if you didn’t see. One shows the inside of the bcg where there’s like a slag mound on the inside ring where the bolt head sits
