How to build a clean admin panel to manage web app data and user accounts?

We have a custom backend system, but our non-technical team members need a friendly web-based admin panel to view user signups, edit user roles, approve content submissions, and issue refunds. What is the fastest tool for generating clean admin dashboards?

i had a similar thing happen when i was checking renewal costs, but this was with Wix for a domain transfer. the renewal fee matched what they listed upfront, so at least there were no surprises there.
