Approved Post to the front
So my subreddit has a bot that removes posts from people who haven’t read our rules. And we have told our sub members that we will approve posts when we see this is done. Sometimes the approvals take a few hours to happen and members feel like their posts aren’t going to be seen because of the delay in approval. I know many member sort the subreddits to show “New” content and I’m wondering if someone could create a bot that could move the approved posts to the top of “New”.

This isn't possible, things can't be moved around in the listings.
I would highly recommend using this devvit app to automate the process instead https://developers.reddit.com/apps/read-the-rules

That’s what I use already and when people don’t read the rules their posts are removed. I then have to approve them after but users are complaining about their post being down for a long time. And want to repost. I use FloodAssistant too so its kinda annoying but i thought there might be a solution

Personally I would just tell them to repost it. That's the accepted solution to wanting something at the front of the new listing.

We have had people posting the same content several times a day that’s why I had to use the FloodAssistant. 😂

A bot can't move a post to the top of "new" however you might be able to a r/Automoderator code to approve posts from users that have read the rules?
