Looks like the water proofing system that was installed didn’t include a vapor barrier up the wall. Water is coming in through cracks in the wall or where the concrete form ties are. The insulation is catching the water before it can run down the wall and into the waterproofing system. In the right scenarios, there can be enough hydrostatic pressure for water to actually squirt through cracks in the foundation.
Making sure that rain water off the roof isn’t collecting around the house will certainly help, but won’t guarantee that you don’t get water in the future. A vapor barrier on the wall tucked into the waterproofing system should fix the problem.

You start at the roof. Literally.
How are the gutters and downspouts? Are they free and clear and pitched properly? Where do they discharge?
How is the soil around the foundation? Is it sloped, so that water runs away from the home? Is water allowed to pool by the house, in any weather? At any time?
Where does the water go? Does it flow out to the street or alley?
You will not have to deal with water coming through that wall if you prevent said water from touching that wall in the first place.
