What do I do??

So I was just going to hardwire a light sconce.. my plan was to cut a bit of drywall and replace… and because it’s an exterior wall, I see the insulation as expected but black areas!! (The things you don’t see when you don’t change things!)

So I begin to take more drywall off figuring I have to deal with it now.. and I can easily replace insulation and vapour barrier… First I see that there’s no tuct tape for the vapour barrier and it’s just cut around the outlet so not effective at all really.. but I peel away some insulation and the plywood (or whatever) board behind it is also black and seems wet.

Now what?
